STI systems governance
Governance can be understood as a new way of conducting society, where governments interact with various actors in the process of formulating policies to achieve public objectives. According to Kuhlmann, the concept of governance denotes the dynamic interrelation of the actors involved (mostly organized), their resources, interests and power, where decisions are made in negotiation arenas between the actors, and where certain rules of game and public policy instruments (Kuhlmann, 2007, p.6). This track focuses on studies on the governance models developed in emerging countries around science, technology and innovation, analyzing both recent transformations in institutional arrangements and institutions themselves, as well as in the scientific and innovation practices that they put forward.
